Arthur Y.S. Luk S.C.(陸貽信)graduated from the Chinese University of Hong Kong in 1975.He joined the civil service in 1977.In 1982 he was awarded a government legal scholarship to read law in the University of Hong Kong. He was called to the Bar in 1985 and has since worked for 25 years in the Prosecutions Division, The Attorney General's Chambers (now the Department of Justice) until his retirement in 2010. He has worked in the extradition, immigration, customs and excise, management and training and the court specialists sections. He has prosecuted a wide range of cases including murders and kidnapping, violent robberies using firearms, gang rapes, drug trafficking, triad operations, blackmail and arson many of which were high-profiled. He has also served as Coroner's Officer in long and complicated death inquests. He was appointed Deputy Director of Public Prosecutions in 1998. He was appointed Senior Counsel in 2002.

Since leaving the Government Mr Luk has been actively practising at the Bar in Hong Kong. He has defended in a large variety of cases including commercial crime and money-laundering cases, and prosecuted on fiat for the Department of Justice.

He has delivered papers, chaired workshops at international conferences and lectured in training courses in the Mainland from time to time. He has served as a member of the Criminal Court Users Committee, the Judicial Studies Board, and the Sub-committee on Qualifications for Jury Service of the Law Reform Commission. He is currently a Legal Advisor of the Scout Association of Hong Kong, a member of the Advisory Board of the Faculty of Law, the Chinese University of Hong Kong, and also a member of the Academic Advisory Board of the Department of Law and Business, the Hong Kong Shue Yan University. He was appointed a member of the Independent Police Complaints Council in January 2013. He served as a member of the Electoral Affairs Commission between 2015 and 2023.
